The Winneshiek County recycling center processes between 2400 -> 2700 tons (4.8 -> 5.4 million pounds) per year and has the capacity to do a lot more.
Revenue not used to offset the expense of recycling is returned to the Winneshiek County General Fund for property tax relief. Everyone has a financial stake in this program.
If there are no viable markets for something, it can not be recycled. A viable market means there are multiple financially stable established outlets for the material. The recycling business is in many ways a lot like farming. Farmers don’t grow crops they can not sell.

More Important Info
The Winneshiek County Household Hazardous Materials facility is part of the main recycling plant in Freeport. Hours are 6am-3pm M-F.
If the label says poison, toxic, danger, flammable, or keep out of reach of children, it is likely considered to be a Household Hazardous Material. These things are usually found in your garage or under your kitchen sink.
Examples of common Household Hazardous Materials we will accept:
Mouse poison, gopher pellets, insecticides, moth balls, weed killers, oven cleaners, drain openers, solvents, strippers, pool chemicals, thermostats, thermometers, adhesives, fluorescent light bulbs, aerosol cans, propane tanks, motor oil, and antifreeze. If in doubt, give us a call.
Rechargeable batteries and cell phones are also considered hazardous materials. They are not allowed in the trash that ends up at the Winneshiek County Landfill. Bring them to the Freeport Recycling Center 6am-3pm M-F.
Things we do not accept:
- Latex/Water based paint is not a hazardous material. Dry it up and throw it in the trash.
- Alkaline batteries (single use) are not designated as hazardous materials. Throw them in the trash.
- Medical waste and pharmaceuticals-consult your pharmacy or health care provider or Winneshiek County Public Health.
Our program is a no cost service for Winneshiek County residents. Businesses and farms are classified as commercial generators and disposal fees may apply. Please contact us if you have any questions.
